Um fimmtíu manns sátu námsstefnu um fjármálareglur sveitarfélaga sem haldið var á vegum Evrópuráðsins og samráðsnefndar ríkis og sveitarfélaga um efnahagsmál. Námsstefnan var ætluð forráðamönnun sveitarfélaga og öðrum sérfræðingum á sviði fjármála ríkis eða sveitarfélaga.
